How can I activate the option for users to create reviews themselves?

In addition to being able to create company-wide call rounds as Admin, you also have the ability to let employees create their own reviews.

You can do this by clicking on the settings icon in the top right and going to Plan. Go to 'Performance' and click on settings.

Here you will see the option to let users create their own reviews.
